
| DALs Must Meet Automation Requirements |

The United States Postal Service has published a Federal Register notice that effective March 2, 2009, all detached address labels (DALs) accompanying a saturation mailing of periodicals or standard mail flats must meet the Postal Service’s requirements for automation compatibility. To be automation compatible, a DAL must be on card stock that will fit the Postal Service’s automation equipment (generally, nine point card stock) and must use a delivery point Post Net or Intelligent Mail barcode. These standards do not apply to DALs with a simplified address format.SMC has continued to urge the Postal Service to keep detached address labels as a cost effective addressing option for saturation mailers. In a recent survey of SMC members, many free paper publishers responded that the DAL was essential to their use of the mail because the costs or production burdens of placing an address on the piece were not possible, for the mailer. Some SMC members that do shared mail programs without a free paper, wrap, or mailer-produced outside piece, commented that they would not be able to use the USPS at all without a DAL. Some survey respondents wrote that the revenues from the DAL helped support their saturation mail programs. Without the DAL revenue, the combined cost of postage and production would make the Postal Service cost prohibitive. Most survey respondents stressed that they would like to see the Postal Service allow simplified mail as an option for city routes as well as rural routes. SMC members, and free paper publishers in particular, continue to question the wisdom of the Postal Service requiring the additional cost and production burdens (for both the mailer and the Postal Service) of a specific address where a saturation piece is going to all households. The survey showed that most large mailers and publishers have eliminated the DAL and switched to on-piece addressing to avoid the DAL surcharge. But for many free papers and SMC members, the availability of the DAL is the only way that many mail programs, or smaller publishers, can continue to use the Postal Service for distribution.
